Job Title: Corporate Director of Finance

Team: Group Executive Team

Reports To: Group Chief Executive

Job Purpose

As a member of the Group’s Executive Team, you will work in conjunction with the Group Chief Executive, other Corporate Directors and the Group’s Boards and Committees to represent, develop and further the business interests of the whole Group, specifically contributing to financial and commercial aspects of decision making.

Ensure that the Finance and Procurement functions provide a comprehensive service to the companies of the Group which support the strategic priorities of the businesses.

Responsibilities and Accountabilities

Leadership

Responsible for the strategic leadership of all functions within the Finance Directorate:

  • Treasury Management
  • Procurement
  • Business Planning
  • Financial Management

Ensure the effective management and inspirational leadership of colleagues in the Finance, and Procurement teams to ensure delivery of the agreed Operational Plans and budgets, in accordance with Group policies, practices and standing orders.

In line with whg's Corporate Plan, lead on the development of innovative solutions across areas of responsibility which drive business effectiveness, improve services, increase efficiency and Value for Money whilst ensuring compliance within all relevant legal and regulatory frameworks

Governance

Responsible for ensuring the provision of strategic analysis, plans, policy proposals, financial, performance and other information as required to the Group Executive Team and whg Boards and Committees to inform effective decision making.

Ensure that the Board and Committees are provided with expert professional advice and support on best practice, legal and compliance matters in relation to all functions within the Directorate.

Work closely with the Group Executive Team and other Directors to ensure that whg complies with legislative, regulatory, constitutional and financial requirements and works to high professional and ethical standards.

Organisation Effectiveness

Ensure that the Group has in place systems, controls and procedures to manage its resources, plan and control costs, establish long-term business plans, provide effective budgetary control and management information.

Maintain positive relationships with funders and regulators, ensuring they have timely information on our business, early warning of any issues and the opportunity to contribute to debates in which they have an interest.

Ensure that service standards are established and agreed in all areas of responsibility to enable the effective monitoring of performance and value for money.

Ensure that the Group has effective tax arrangements that comply with all relevant legislation.

Ensure that the Group has effective procurement arrangements which provide excellent value for money and comply with all relevant regulation and legislation.

Ensure that the Group complies with statutory and regulatory requirements and has arrangements for audit and other internal or external support to monitor compliance.

Provide early warning of suspected impropriety or misapplication of Group resources, including waste, fraud, duplication or low value for money.

Oversee robust systems of financial control and checks, including advising on changes to Standing Orders.

Lead on the ongoing development and delivery of the Group’s Value for Money Strategy.

Strategy, Planning, Performance and Control

Set and deliver the Group’s Treasury Management Strategy, ensuring appropriate funding solutions are available to support our growth ambitions and ensure that whg’s funds are safeguarded at all times.

Lead on business planning for the group, delivering business plans and ensuring robust stress testing, modelling and planning support is provided.

Within the context of the Corporate Plan oversee the preparation of annual Operational Plans for all areas of responsibility and review to ensure the timely delivery of objectives within available resources.

Work closely with other Corporate Directors in the preparation of annual budgets for their areas of responsibility as part of the Group’s overall annual budget preparation.

Promote whg as a learning organisation, developing and promoting best practice, and using all means available to assist in maximising the performance of colleagues within teams.

Corporate Management

Support the Group Chief Executive in the development of the Corporate Plan and supporting policy frameworks, ensuring they remain in line with best practice and regulatory guidance.

Ensure that effective service improvement plans are in place to drive continuous improvement in all areas of responsibility.

Undertake regular risk assessments of existing and any new activities and report these to the Group Chief Executive, the Executive Team and any relevant Board or Committee.

Work closely with and draw on the expertise and resources of other senior managers to ensure that the Colleague Resource Plans and Learning and Development Plans enable the recruitment and retention of colleagues with the abilities and experience necessary to deliver a high quality service to customers, and that working conditions and employment practices are conducive to job satisfaction and personal development for all colleagues.

Maintain and develop effective external networks and partnerships with other registered providers, local authorities, funding institutions, regulators and other organisations that are crucial to the Group’s work and business interests.

Represent the organisation at community or other events in order to enhance whg’s public profile or further its mission and business aspirations.

Establish good and effective external working relationships with partners and external stakeholders, and represent whg to appropriate regulatory bodies, partners and contractors, press and media and the public, communicating whg's Corporate Plan.

Keep up to date with best practice, new initiatives and business opportunities in all areas relating to this role.

Undertake other responsibilities consistent with those set out above, as periodically required by the Group Chief Executive.
